Mexico City and Chicago need separate date-aware rules
Mexico City is at UTC−06:00 in both 2026 examples. Chicago matches it in January but is one hour ahead in July. Similar-looking offsets on a particular day do not establish the same rule set or the same behavior across months.
New York is one hour ahead of Mexico City in January and two in July. Los Angeles is two hours behind in January and one in July. Use the actual city and appointment date, rather than a broad regional time label, to preserve the intended comparison.
